The National Vocational & Technical Training Commission (NAVTTC), is seeking a skilled and experienced Instructional Designer (E-Learning Specialist) to join its team for a term of 89 days (extendable based on performance).

NAVTTC is the leading government agency responsible for regulating, developing, and coordinating technical and vocational education (TVET) in Pakistan. It plays a vital role in ensuring a skilled workforce by establishing training plans, occupational standards, and e-learning curriculums.

Responsibilities

As an Instructional Designer at NAVTTC, you will play an important role in developing high-quality e-learning programs to equip students with the necessary skills to thrive in the ever-evolving job market. Your responsibilities will include:

  • Needs Assessment: Conducting thorough analyses to identify skill gaps and industry trends in various vocational sectors. This will inform the development of relevant and up-to-date e-learning curriculums.
  • Curriculum Development: Leading the content creation team to design, develop, and refine e-learning curriculums for vocational training programs. You will collaborate with subject matter experts (SMEs) to define learning objectives, craft content outlines, and prepare engaging instructional materials that meet industry standards.
  • Instructional Design: Applying best practices in instructional design to create interactive and effective learning experiences. This involves designing lesson plans, presentations, multimedia content, and assessments that cater to diverse learning styles and accessibility needs.
  • Learning Technology Integration: Exploring and recommending the most suitable Learning Management Systems (LMS) and e-learning tools to enhance the delivery of vocational training programs. This may involve developing online courses, interactive modules, and virtual simulations for a more dynamic and accessible learning experience.
  • Quality Assurance: Leading the Monitoring and Evaluation (M&E) team to ensure the quality of all educational content and instructional strategies. You will conduct regular reviews and assessments to guarantee the curriculum meets established standards, addresses industry requirements, and aligns with NAVTTC’s goals.

  • Subject Matter Expert Collaboration: Working closely with SMEs, industry professionals, and vocational trainers to gather insights, validate content accuracy, and ensure the curriculum reflects the current and future needs of the workforce.
  • Professional Development: Designing and delivering professional development programs for vocational trainers and instructors. This includes creating resources and workshops to improve teaching methodologies, integrate technology effectively, and keep them updated on advancements in vocational fields.
  • Assessment and Evaluation: Leading the M&E team in developing assessment tools and strategies to measure the effectiveness of vocational training programs. You will implement formative and summative assessments to provide valuable feedback for continuous improvement.
  • Feedback Mechanism: Establishing feedback mechanisms to collect input from trainers, learners, and industry partners. This information will be used to identify areas for improvement and refine the curriculum to meet evolving vocational requirements.
  • Compliance and Standards: Ensuring all vocational training programs align with national training standards, regulations, and accreditation requirements. You will stay informed about any changes in vocational education policies and make necessary adjustments to maintain compliance.
  • Resource Development: Led the content team to create supplementary resources such as instructor guides, training manuals, and multimedia materials to support vocational trainers in delivering high-quality instruction.
  • Continuous Improvement: Promoting a culture of continuous improvement by staying abreast of advancements in instructional design, educational technologies, and vocational trends. You will implement feedback loops and conduct periodic reviews to ensure the curriculum remains relevant and effective.
  • Communication and Collaboration: Maintaining open communication channels with stakeholders, including vocational trainers, industry representatives, and policymakers. Collaborating effectively with other departments within NAVTTC to achieve a holistic and coordinated approach to vocational education.
  • Accessibility and Inclusivity: Integrating accessibility and inclusivity principles into the curriculum design to cater to diverse learners with varying abilities and learning styles.

Qualifications:

  • Master’s degree (or 16 years of education) in Instructional Design, Educational Technology, or a related field from a recognized Higher Education Commission (HEC) institute.
  • 5 years of experience in instructional design and e-learning development.
  • Proven experience in conducting needs assessments, developing curriculums, and designing engaging learning experiences.
  • In-depth knowledge of instructional design models (ADDIE, SAM, etc.).
  • Hands-on experience with Learning Management Systems (LMS) implementation.
  • Excellent communication, interpersonal, and collaboration skills.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Strong time management and organizational skills.

Preferred Qualifications:

  • Knowledge of multimedia development tools (video editing software, graphic design software).
  • Experience with web development technologies (HTML, CSS, JavaScript).
  • Experience working in the TVET sector in Pakistan
